For Adobe Illustrator save (or export) the file as an SVG, BUT it has to be a plain SVG. No bells and whistles. If you do something in Illustrator that you cannot do in the Scratch vector editor, then thefile will fail. But a clean SVG file will work fine.

I do not know Adobe Animate. Is it a Flash program? An HTML5 program? What kind of files does it create? Can you export as an animated GIF file?

Export Images and Animated GIF New in this release of … From this release, Animate introduces a new workflow to export images and animated GIFs.

Note that you lose the vector if you export to animated GIF. If you want to KEEP the vector, then export the animation as a sequence of SVG files and then open a sprite in Scratch and upload the SVG files as costumes, but you will have to do it one-by-one in the correct order.

I guess that if the animation is simple, it can be possible to remake in scratch with static parts of the svg and effects, although some may not be possible. It may get complex to try to recreate the same thing on Scratch using sprites and clones.
