This is already stickied by the scratch team. That means that the ST thinks it IS a good place for it. It's a guide. It belongs. And it's also VERY helpful, a lot of people need it.

I recomend doing this on another tab
Click the “discuss” button near the top of scratch.
And then after you've done that copy and paste the url to Scratch Discuss.
After that paste the url in the bar but do not enter it.
Put a number beside the / and put another one after the number.
Then click “new topic” and bravo you have a new discussion

you will start out as a “new scratcher”
But you can become a scratcher by sharing projects and following others and curatoring studios and stuff like that
