It means a picture across the top of your profile, not your profile picture but an image across the top of a page that you choose

1. I mean, all our profile pages looks the same, and this will kind of end that. It's that white bar at the top of your profile, just to make it clear.
2. As stated here: “Sections of the profile (excluding comments, shared projects, and the main top module)” are the things you can hide. If studios you followed, studios you curate, projects you favorited, etc. have negative content in it, someone can report that stuff. No idea who would do such thing, but hey, to get it foolproof, why not add the studies you curate in the exclusion?
3. It's a reset button for the settings in 1 and 2. So, if you want to show again all the things you have hidden and delete your preferred banner (again, that top gray bar), you can do so by having this. That, or you could manually do it yourself. (Probably why I had second thoughts in supporting this.)

The bar at the top of your profile, which contains your username and your logo, is currently grey. With this new suggestion, banners will be white and grey, and be customizable without being too distracted.

2 wouldn't allow that any more than the current system. The top module includes the activity section.
