Wrong. If you want to be hired in web development you have to know how to use these libraries because it is a standers in that company. Plus I read that people that know frameworks like angularjs get payed more and get more job opportunities. But when it comes to personal projects choose whatever you want to choose.
While it is true that you should probably know those libraries before you start professional web development, you really need to start with the foundations of how JS, HTML, CSS, and the DOM work. Once you know that, it is much easier to learn those libraries because you know how it all really works.

I agree with you with that I did not mean not to learn how they work but just not the ONLY thing you learn.
