Wacom's Intuos drawing tablets seem good since some of them are pretty cheap if you are looking for a higher quality drawing tablet, I've used two of their drawing tablets before and both of them were good and worked quite well.

My animation teacher just got this tablet monitor - it's really really cheap for a tablet monitor, and it seems to work pretty well.
I'm not actually sure how good it's quality is, but if you can put the budget it in might be worth it.

I'm seconding the Intuos, as I've used them and they're pretty good.
It's just personal preference, but I prefer the last gen of models (this model) vs. the current gen, as the pen has a bit more weight to it and has an eraser on the other end. You might be able to find one for a bit cheaper than a current gen model.

Huion Pro+ tablets are essentially the same as an Intuos, except they aren't ridiculously overpriced.
While most people recommend Wacom tablets, they aren't the only company that makes good ones.
Tablet monitors aren't necessarily better than regular tablets either - I've heard some people with cintiqs and such have trouble seeing what they're doing :'D
