I just learned the basics of html and css and I wanted to test out my skills. If you have a website you want made, just ask and I'll make it to the best of my ability.

Obviously there's the fact that your pages have to be static, e.g. no comments, login, etc.

I don't know, but I think it has something to do with a lot of coding. It comes out with a better result than the free website makers, though.

It definitely can! Hypertext Markup Language is basically the structure of every website you see. All the cool visuals and things are made of CSS. Interactivity and really any math is usually JavaScript. And PHP is server-side code used for checking log-in data and stuff. Website makers remember use HTML and CSS for the whole layout, so really website makers are HTML, except it's pre-built. Website makers can look very nice, but with really good skills you can code your own better.

You can make your own website by going on www.wix.com

If you are making your own website or making one for someone else I'd highly recommend using Wordpress. You can easily install it on free domain providers like x10, or use your own premium domain, and make a great site from tons of themes and stuff - I made my MC server website from it: http://tiki-craft.com/ - I personally wouldn't choose anything like Webs, Weebly, Wix etc.
