I was blocked from my main acc a few months ago (epicsauce1337) and the emails have asked for a promise or something so I can get my account back. I felt that I had been owed an apology for bullying (ST were kinda bullying me in my eyes) and then for a period of 3 weeks they were ignoring me. so I gave them what I wanted in the form of a project but they block the account I make the project on and delete the project, despite the fact @Paddle2see has seen and approved it. so can someone from ST give me a hand? also, can non-ST moderators block people and remove projects?

I know that moderators have this power, but they rarely block people unless they were spammers. Moderators though are being fazed out and being replaced with two new programs; Scratch Mentors and Scratch Helpers.

well my main acc was spamming, but my others weren't.

Obviously you should also use the CONTACT US at the bottom of the page to get personal service.

All spammer accounts are equally guilty. It is the person being punished, not the accounts.

You're not allowed to use accounts to get around bans.

To appeal, contact the ST at the Contact Us link at the bottom of the page, like scubajerry said.

My understanding is that you have been having some conversations with the appeals desk of the Scratch Team - but apparently your responses were not appropriate or disrespectful in some fashion (I don't have the details). I suggest you contact them again, respectfully, and negotiate the removal of the block on your main account. Please be aware that making alternate accounts to get around the block are not helping your case.
