I haven't tried it myself, but I think you can:
1. Sign out of your account
2. View your project
3. Click See Inside
4. Make the changes you want to make for your remix
5. Click Remix
6. It asks you to sign in, sign in
7. Click Remix
And there you have it

2. View your project
3. Click See Inside
4. Make the changes you want to make for your remix
5. Click Remix
6. It asks you to sign in, sign in
7. Click Remix
And there you have it

Remix your own projects?
There are plenty of us who remix our own projects. Here are just a few of mine, to show it really is possible:
The instructions given by Cub56 are pretty close:
1. sign out
2. go to project you want to remix
3. see inside
4. click remix
At this point you should get a sign-in box. Sign into Scratch, and it will create a remix on the account you signed in as, even if the project you're remixing belongs to that account.
Note that some people have said that doesn't work for them. I very much suspect this is an issue with browser settings (remembering passwords/logins/etc.), so check such settings, or try a different browser.
As for “why…?” Because it's useful to see how something progresses from one project to the next by following back through the base project(s). Take a look at some of my examples above and you should get an idea of the intention behind it.
