could someone tell me how to put like a video where your profile picture goes
I've noticed that alot of people have it

It is actually an animated gif.

but how do you make one/put in on

If you have photoshop, then you can make one yourself. Here's a tutorial.
If you don't have photoshop, you can search Google for a free gif maker. You can import photos from your own computer to make them.
Once you have your gif, you can put it as your profile picture just like you would a normal image.
