I accepted the responsibility of being a Scratcher. What are the new privileges I get for becoming a Scratcher? Are there any ranks higher than Scratcher, where I can earn additional priveleges? Thank you in advance for the help!

Other than ST, there are no ranks above Scratcher.
Anyway, here's what you get for being a Scratcher:
You can use Cloud Data
You only need to wait 60 seconds between fourm posts instead of 120
You can edit your fourm posts
You can post links to non-Scratch sites on the fourms
You don't need to wait between posting comments
You can post images

Yeah, which I think you learn Scratch in school in Y4 and above.
