Set Size

I made a sprite. It's really small, like 20 pixels tall small, and I was trying to make the sprite bigger with the “Set Size To” block. It doesn't seem to be changing. So my question:

What is the highest size you can set your sprite to?

Would you believe
a) 27,000%
b) 54,000%
c) It depends on the size of the costume.
d) All of the above
