Is there a way to have students to use their google apps for education account to log it, they do not have email?

No, but if you want to use your email you can sign up multiple accounts under one email!

Students don't need an e-mail account to sign up for or use the Scratch website; the e-mail is only needed to confirm the account to allow it to make Scratch project public, post comments on the Scratch website, and get Scratch-based news. If your students just need to be able to use the online version of the Scratch software and don't need the ability to share projects publicly or make comments, then they could sign up using an invalid e-mail.

iirc (if i recall correctly) when you signed up it asked you for an email. Let's pretend your email is stansbew@gmail.com, and you signed up with it. You activated your account through an email to stansbew@gmail.com
You can do the same thing with each student account, using the exact same email, since they don't have emails. If you don't want to use your personal email, you can create a new email specifically for activating these accounts like stansclass@gmail.com

Do a google search for “CS First”… This will take take of everything you need. They can login to the google club using their google apps for education information, and once you set up a club, they will be provided with a username and password for scratch. I've used it with several clubs at my school…works great!
