Well, it's generally okay to make your own levels or courses and put Mario characters in them, because that's legal. But copying and pasting levels from other Nintendo games, even if there are a lot of changes, ensures that Nintendo loses hard earned cash from their games.

I would add Robo Mario from Mario Kart Arcade GP. Okey I know that makes already 3 Marios, but is good to give a wink has a character of the license Mario coming from one Mario Kart only on Arcade.

To add the ‘'metal’' version for a characters already present in the game (Daisy, Luigi…) I think that it's not a very good idea. I has nothing against Metal Mario or Pink Gold Peach but I would prefer really different and original characters that we would never have seen in Mario Kart before. At the bottom it is little as the “baby” version. For the Kirby franchise, I think however that 3 characters it's too much. For me, Kirby is self-sufficient as Link in Mario Kart 8.
