Cloning behavior help!

This is a project with allot of cloning.. For the second button from the left im having a few issues….
when you stay still with the mouse the objects shoot off in all directions.
if you move theirs suppost to form a constant stream of clones going in a cool direction pattern
however i cant stop them from clumping up like crazy!
i tried wait but theirs only soo many decimal places it does.
is their a way to stagger them evenly?

You can create the clones in with a wait 9
0 seconds… that might help a little….
