It is VPN (Virtual Private Network) software which creates a direct (or relay) tunnel between the computers connected to the network so it kind of acts like a real network but through the internet. Most people use it so they don't have to port forward their router to host servers because they don't know how to port forward, they are not allowed to or don't have access to the router settings, or their ISP doesn't allow it.

I think my ISP doesnt allow it,I know how to portforward but I get a “port conflict with other service” error when i do

I also think my ISP doesn't allow it. I know how to port forward and everything but it doesn't work. I have done it for a friend in the past and it worked fine.
