Duplicates are bad because they clutter up the Forums. Also not all reports are for bad stuff: You can also ask for a topic to be stickied, for example.

I think you're overlooking this. The problem is not about saving time typing, the problem is that some users new to this place won't know what to put down in a report, because they're used to the option selecting elsewhere on the main site. Furthermore, moderators (like scimonster) will tell you it's easier to process reports with the same tag than having to read every individual report before acting, despite it being like you said, 2 seconds or less.

Besides, it wouldn't hurt to include a list of options with a text field for an explanatory report. I for one would love to have the best of both worlds just for convenience and not having to fight over one preference for all.

People also get alerts for many other kinds of spam and breaking the community guidelines, but some users still do it.
