It's displaying on the left side of the homepage, but only the homepage. 10px wide, too.

The admin panel was stuck to 10px, so I removed the fixed width. Nothing inside the panel works though.

I tried giving myself permission to ban people, but it didn't work.

Yeah, but it doesn't seem to be functional. (I'm not willing to try banning myself. )
