If they don't need sockets its still a good choice. Otherwise hosting it on an old computer might work?
Also I just remembered pythonanywhere has a whitelist for accessing the internet. IIRC it's pretty easy to get them to add things to it and scratch is already there.

Yes, the whitelist exists, but there are no sockets still. Only MySQL and HTTP(S)
