Ray gets sent to the future, likely the 31st century. He’d stick around to help Starboy/Starman (depending on how I write it) with some of his problems.

That’s about the simplest way to explain the idea.
That's quite vague and not very helpful.

It's not really that much.
While conceptually I think the groundhog day angle is a fun idea, you're definitely gonna need to add to this list. Everything but the second thing on the list is a revelation, it would really only impact Supes the first time he learns the info. You need to make sure there's plenty of things that will give him grief in every single loop

EDIT: Perhaps Lois or Jimmy is killed or something and he must witness that on a loop? Perhaps him trying to save them is what triggered the loop?

Alright here's what I have in mind for Atom atm

Set Up (most detailed part since it needs to be):
From the 31st century Starman (Thom Kallor, he has schizophrenia which is important) lands in his past, he lands about 3 months ago. In the 31st century Thom was “framed” for a crime and escaped to our time. He meets Ray Palmer, the Atom. Thom being a tad mentally unstable gives a abridged version of his life story mentioning his girlfriend “Dreamgirl”. Thom gives Ray a means of time travel and asks him to run a “errand” in the future. Thom wants Ray in the future to go to a corner store and grab him some schizophrenia medication. Ray inspecting the device would activate it being sent to the 31st century. He'd run into the store and grabs the medicine quickly, gives advice to a kid about how to handle relationships and runs out. Ray after exiting the building is apprehended as a rogue time traveler by the Legion of Superheroes (including a younger Starman)

Plot:
Ray finds out the guy he helped was the person Dreamgirl was supposed to break up with before dating Thom, this part is very BTTF inspired. Thom gets Ray to help him try and go out with Dreamgirl.

I had a idea to make the guy Dreamgirl was supposed to break up with Chronos, mainly because in the comics it was Kenz Nuhor who barley does anything. And Chronos would fit with the announced plot.

Also the Ex guy would just be the villain anyway.
Keep in mind this is all very disconnected and if it's bad that's why, it's mainly ideas.

Yeah, I'm planning to keep the same character arc for Clark, so it would still be about him and his identity. I do agree that it should be added to (Maybe Pa Kent dies?)

What is the point of the JSA? Legitimately, why do they still exist on current comics? Their role is already filled by the JL.
Depends on how you view them, I view them in the modern day as a team of veterans training the next generation of heroes. While teams like the Teen Titans exist they aren't being trained by one of the most influential teams in DC.

I know, I know. I know this is the 50th time this has happened. I still like the character arc and the story, but the issue is that it works much more as a comic arc for an Elseworlds version of Superman rather than a movie, which has to have a very clear, linear plot. Plus, it means all the fun stuff gets saved for the increasingly unlikely sequel.
If it makes you feel better, a new plot might make the writing go faster.

It just… happens because of Superman (There's an explanation) and part of the movie involves finding a way back.
