The Scratch Team can't force users to make their games mobile friendly. It's up to them whether or not they do it.

I think they are suggesting that all games be made mobile friendly.

Scratch isn't even intended for mobile. There used to be mobile forums which got deleted, and I don't even think the editor works on phones.

The mobile forums were removed because of security if I remember correctly though, and the editor does work on phones. 3.0 was made to be compatible on mobile and tablets (I have always just considered tablets mobile, so..)
