Stage 2.5 will happen when the first half of Stage 2 is complete and will be completed when there are clear candidates for the succession of hosts

or better yet, we can add the succession of hosts to stage 2. Who knows. but here are all of the candidates for Vice-Host:

Roster? being realistic, there is not many active managers left at Christian HQ, so the last thing it would become is “chaotic”. It doesn't have to be pretty or formal (these are “updates” and not “newsletters”). I announce stuff all the time in CHQ, and if it isn't my turn on the roster, I cannot (in the legality of it) post anything inasmuch as it is simply not my turn. Sure, I can ask someone, but that would be very inconvenient for hypothetically myself and the person who's turn it is.
