So I am working on an OS which will have an app that will utilize cloud lists when they come out. And here is what it will use: There will be an app called the Splash Network that lets you see who else is “registered” on Splash OS. And then you can choose to send a message to a specific user when they next view Splash or send a message to the global feed. But of course, it would be under a list of safe words.
Is that allowed or is it too hard to moderate even though it has the “safe list”?

Is it where you have a list of words that are not allowed? Where if you type it it will automaticly dissapear? if so then I don't know
If it is where you have a list of words you CAN use then yes ,yes you can.

But here's a catch: if you make it go only to a specific user, I don't think that's allowed because the ST doesn't allow PM's.

But it would be under the “safe list” so nothing harmful could be sent and technically anybody could see any message with the see inside project button and examine the messages list.

I would say yes but you should probably contact the ST about this.
