I want to make my own emoticons for Scratch forums. Can somebody please help me?

Actually you kind of can. Create a set of emoticons and then host then at a image site. Then create a topic about it and post the URL's code. There! You have new emoticons! (But you have to use the “img” tags since they're pictures XD)

Mate, that would be too hard and the emoticons may be the wrong size.

You can make an emoji at an image host site.
BUT before doing that, make sure you aren't trying to make any of these, as they already exist:
