I found this link that proceeds to a part of Scratch, but it doesn't look like anything you see more commonly on the homepage and other links. I happened to stumble across this, and I just wanted to share it here.

Yea, this was part of sth called the “Tips Window” from Scratch 2.0
This was an editor feature that had tutorials and explained every block that was in Scratch at the time

it was a tips panel that would slide from the right side of the scratch 2 online editor upon clicking the question mark button there or right edge of the screen or upon right-clicking on any block and selecting “help” option from the context menu
