If I have many suggestions instead of one on how to make Scratch better, do I create one topic with a list of all the suggestions?

No. You’ll need to create a separate topic for each suggestion or find a topic that’s the same as your suggestion to post it.

But what if I have a lot of suggestions (I have 40+ suggestions). Do I just create 40+ topics?

As long as they're related to each other, they don't count as a list of suggestions

Depends, there are many already existing topics for many suggestions. You could try checking the Suggestion Directory and use cntrl f with a keyword for each suggestion and then post on those topics
