Here is my idea for a redesign of the scratch muting interface.

Support, but only if we narrow it down to the 10th second and only if it appears when you have less than a minute.

because “2 minutes” is a horrible way to phrase it

I see your point, but it may promote spamming. In your case, some people may wait and keep reloading the page once the timer hits zero and comment again. As soon as the timer ends, they may immediately resume spamming or posting inappropriate content. Therefore, I'm not really giving a support to this.

I'm not sure that this is needed nor not needed.

Similarly, people can reload their messages page until they are unmuted to resume spamming. This does not make things worse.
However, in my opinion, it does not make things much better either. it feels quite unnecessary.
