Essentially, this is an option to post a project later in time when you might be offline or otherwise unable to release a project at a specific point in time. You would enter the date and time to post the project, then when the time comes, it will automatically be released. (The date chosen can be cancelled or changed by entering the user's password for confirmation.)
This feature would likely be located next to the “Share” button, but it would say something along the lines of, “Share Later.”
