Scratch does not prioritize the sprite that is on the front layer (or closest to the viewer) when you tried dragging sprites that are overlapping
My browser / operating system: Windows NT 10.0, Chrome 145.0.0.0, No Flash versions detected

The Orange Scratch Cat is Sprite 1 and is on the front layer on green flag
The Purple Scratch Cat is Sprite 2
The Gray Scratch Cat is Sprite 3 and is on the back layer
They are in order from 1 to 3 on the sprite list in the editor
when green flag clicked, all Scratch Cats will be stacked at the center (with a slight offset to make the other Scratch Cats visible)
When you attempt to drag the Orange Scratch Cat both in the project page and in the editor, you instead pick up either the Gray Scratch Cat or the Purple Scratch Cat, with the Gray Scratch Cat taking priority.
Expected behavior is that you drag the Orange Scratch Cat around while the other Scratch Cats remain in place.

Can replicate, I was making a project and had this exact problem. Thank god I found this topic before making a dupe.
