What would this even be used for? If you need to draw attention to a word, just underline it. Or maybe you could italicize it.

How would it look? Would it look like a stretched circle (ellipsis) around the text, a pill shape around the text or each character in a circle? I don't see any use with this so no support.

I… don't think that's how bbcode works.
Otherwise uh I just don't think this would get much use, and depending on what type of circle(is it circling the entire phrase? Each letter?) It could be complex to implement and I just think it wouldn't really get much use.
