I am not Ethiopian and I sadly don't speak amharic but when I to test it set the website language to amharic it only affected the editor and the rest of the website remained in English.

The rest of the website is probably not available in Amharic, but the editor is.

I think the problem is that there hasn'T been translators who have been doing it yet.
Scratch is apparently translated by people voluntarily and no one has been doing it yet.
