FAQ:

Do Scratch uses sound effects from other projects that say “sound effects”?
in one project with that extended 3.0 Gallop sound effect, It was discovered and found out that Scratch used some of the sound effects (Bonk/HIT, CARTOON - BRAKE DRUM AND BULB HORN HIT, and Big Boing/BOING, CARTOON - TROMBOING which are most likely downloaded from the Hanna-Barbera: Cartoon Sound FX CD by Rhino Records) that are in that project to their 3.0 (stock) sound effects library which makes it cuts off the said gallop sound, and one sprite has an unused “wacky” sound (BUGLE, CARTOON - CHARGE!, MUSIC), but however, the project was later allegedly gone (i think?).

update: it’s true! I would also like to state that in the original topic, red was used for metadata that has a name but hasn’t been confirmed, and this is the same case for a lot of the other oranges in this topic.
