An userscript is like an extesnion, but much weaker.

After a few quick google searches, they seem to be a strong vehicle for malware. they can eat cookies and even download actual malware in more extreme cases.

Its their job to execute arbitrary code, which can and sometimes is malicious, it probably isn't safe to share.

I believe in the original post regarding Scratches rules against mentioning extensions, userscripts are mentioned right alongside browser extensions.
