the scratch blocks generator is not doing anything what does this mean?

If you mean the generate link, you have to use this, as it's broken:

It should only work with 2.0 projects, but the original repository doesn't work with any project

Do you mean the Scratchblocks plugin, or the generator? For the latter, you just simply input a Scratch 2.0 project in (use the fixed version from the edit, not the original one since something broke it)
You can use the checkboxes to add the blocks that you want to add by the way from the project. The generator does not work with 1.x or 3.0 projects.
