Does this mean that it was a programming class/club full of students that made it?

MIT didn't make Scratch, the Lifelong Kindergarten group did. Lifelong Kindergarten is just based out of MIT. From Our Story on scratchfoundation.org:

Scratch is a vibrant digital space where children from all walks of life engage positively with technology as creators and problem solvers. Designed in 2007 by Prof. Mitchel Resnick and his Lifelong Kindergarten group at the MIT Media Lab, Scratch is rooted in decades of educational research. In 2019, Scratch moved out of MIT, becoming the independent Scratch Foundation.
