I seen these kinda accounts before but I wonder if they are allowed if they do other stuff besides that (like I.e , following other users or loving projects or any other user activity really?)

I believe they do.

And yes, I believe this is allowed- they make artwork in a way that not everyone knows how. That certainly fits within what's allowed on Scratch.

Yes they are allowed, if they didn't a specific Forumer wouldn't have been a Forumer for long
