Hello, this article from the Scratch Wiki claims they aren't allowed. However, it lacks a citation, and I would like to find a post from a Scratch Team member that says otherwise. I'm pretty sure they are allowed, but I really am not sure.

Free follow accounts (that is, accounts that do nothing except follow users) are not allowed due to spam. I have seen such accounts get blocked before.

I have blocked such accounts before - particularly if the username indicates that it is focused on following.
