There are different reasons.

a) Because the person who made it asked for the topic to be closed (usually before the 24h time limit to close a topic is up).

b) Because the topic was answered and is starting to go off-topic.

c) Because someone Necroposted on the topic. (Necroposting is, as defined in the Scratch Wiki, replying to old or abandoned topics.)

d) Because the topic contains rule-breaking content. (Although they will usually delete the topic as well)

note that necroposting does not exist on suggestions so long as its relevant and/or adds something new to the discussion

Depending on the circumstances, each forum usually can have replies to old topics that aren't Necroposting. For example, in HwS and QaS, if the reply is still related to the topic and the OP find it useful it is not a Necropost.

they can change the rules; usually with suggestions from the Suggestions forum. However, one person who wants something to happen probably wont alert the attention of the ST, and especially not an impractical suggestion

They do change the rules- they just don't take orders from just anyone. They also won't change the rules just because some random person doesn't like them; like I said, if you don't like the rules, there's not much you can do about it here- you can leave if it really bothers you.

The Scratch Team closes topics for several reasons:

  • The topic is no longer relevant or has been resolved.
  • The topic is a duplicate of an existing conversation.
  • The topic is off-topic or doesn't follow the Scratch Community Guidelines.
  • The topic is causing confusion or disruption in the forums.
  • The topic is a request for help that has already been answered or resolved.

The Scratch Team's goal is to keep the forums organized, easy to navigate, and focused on constructive conversations. By closing topics, they help maintain a positive and respectful community for all Scratchers.

The Announcements forum, everything in which shows up in the Scratch News section of the homepage, probably plays a large role in that- many rules updates have been posted there before.

In addition, if they ST really needs to, they may edit the Community Guidelines or Terms of Use to include said rules- but that's rare (although considering some of the things in there, not unheard of).
