Private-ish messaging

My suggestion is that scratchers be able to have 1:1 chats, (note, the ST would still be able to comment anywhere and if they wished, change the commenting settings) everyone can still see your comments, but you can choose to only message one person if you want to.

when scratch removed the option to block users the reason is because they wanted to fix the problem not just hide it and people would probably use this for the same purpose as the block button

The idea here is that you can have uninterrupted conversations with a user.

There is t really a good solution otherwise imo.
But the only way to do that is to know the scratcher in real life or break the CG and post your contact info.

I think technically this would be more like a publicly visible version of Direct Messaging than Private Messaging, since it isn't private at all, just direct.

Support. All of the reasonable reasons to want private messaging are solved with this.

On the surface this is a reasonable suggestion. I do have some nitpicks about the specific categories currently in the OP, though:
  • “User i'm replying to”: I'm not sure how exactly this would work. If I make a forum post and set it to only have the “user I'm replying to” respond, who exactly would that be? Forum posts aren't replies to anything.

  • “Followers”: This would just encourage people to make these private-ish threads and try to encourage others to follow them. This would be especially troublesome in, say, Project Save & Level Codes, where you might have a really long save code, and the project creator would make a topic, and say “You can post your save codes here but only if you follow me.” I don't think the Scratch Team would like to encourage social actions like that.
Is this suggestion only about forum posts, or is it also about project comments, studio comments, profile comments, etc.?

To address the second one there:

No “followers only” option

Also ST members should be able to post in any topic regardless of these settings (duh, otherwise moderation would be next to impossible on the forums), and moderators should be able to forcefully change these settings (override them).

I don't really have any complaints if this is only in comments, and it's only 1:1.

If you're allowed to have more than two people in one of these things, then it's where people start to get left out and making exclusive chats. And I don't think this is needed on the forums.

If you want to collab with someone, just make a thread, and do these two things:

A. Deal with one other person posting once - it's not that disruptive. You could add a polite message asking others to not post.

B. Report the spam posts. Usually when people post where they really shouldn't be they don't have much productive to say - report it as spam and it will likely be removed.

Similar - but the one you linked includes group chats as well - a feature this one specifically does not include.
