Fixed keys are keys that are displayed on the screen of your computer or tablet.

So long as they fire keyboard events they should work.

I know, for example, that the onscreen keyboard on my iPad fires keyboard events (and thus can trigger the when key pressed block, if it were up at the same time). It's just that Scratch is rarely listening for keyboard events while my onscreen keyboard is being used.
