you're already not allowed to.
3.7 You agree not to post links to any content outside of the Scratch website, if to do so would violate any part of the Terms of Use.

Don't let people share YouTube channels.
Your concerns are invalid.
Q: What sites can users link to?
A: Many obscure sites are not allowed to be linked because they have ways to communicate privately.
-snipped-
However, YouTube is a bit different. Sharing YouTube videos is allowed as long as the content and comments are for all ages and don't share personal information. Those same rules must be followed when linking YouTube channels, as well. Due to containing unmoderated chat, links to streams or premiers or channels with streams or premiers are not allowed.

People above seem to believe that YouTube is already not allowed. That's not correct. Currently, the rules are that you are allowed to share links to YouTube videos or channels as long as they follow the Community Guidelines. In particular, for sharing links to channels:
This is the Scratch Team's current stance on sharing links to YouTube, as far as I'm aware. So it's not true that YouTube isn't already allowed. The OP is suggesting to disallow YouTube entirely.
- The channel should not be sharing streams.
- The channel should not be sharing personal information (links to social media websites, emails “for business purposes,” etc.) in the “About” section of the channel.
- The videos shared on the channel should be appropriate for all ages.

There’s a way to add a custom filter to your comments, and I also believe YouTube bans similar phrases to the one the user blacklisted on their videos too. This can also be paired with the “Hold potentially inappropriate comments for review”Comments are unpredictable, so it's not the user's fault if comments contain offensive or personally identifying information. With YouTube, you can share links to Scratch tutorials and walkthrough videos, which is useful.

Just link the videos (which redirect to the Scratch YouTube player) instead of the channel. With YouTube, you can share links to Scratch tutorials and walkthrough videos, which is useful.

But why? From the Scratch player, you can already choose to go to YouTube to view the video anyways, and get the channel from there. I support the idea behind it, but simply “banning YouTube” would have to be an all or nothing thing– either no YouTube entirely, including the Scratch YouTube Player and Community Guidelines-compliant channels, or the solution we already have, which seems to be working fine.Just link the videos (which redirect to the Scratch YouTube player) instead of the channel. And this happens Comments are unpredictable, so it's not the user's fault if comments contain offensive or personally identifying information.all the time on Scratch. That's why we have a report button. If there are comments that are offensive or illegal, I think that posting links to them (or videos with them easily visible) would be covered under ToU 3.1, 3.3, and 3.7.
That's why YouTube channels should be banned.

Then the Scratch YouTube Player shouldn't have the “Go to YouTube” link. Community Guidelines-compliant channels may exist, but that doesn't stop bad comments from appearing, and YouTube is for-profit, so they have less reason to remove something offensive just because someone requested it.But why?
