I'm trying to make a health bar for my game, but I can't get the pen to go to in front of other sprites.

Pen can't go in front of sprites, it will always be drawn in front of the stage and behind all sprites. Consider stamping your sprites with pen and then drawing the health bar.

Like the sensible llama says, pen always goes at the back, behind everything except backdrops.
