Cloud variable updating
It's known that cloud variables have a 0.1 second limit for being updated, but is that timeout global for all users on a project or is it local and for each user?
Here's an example:
user one updates a cloud variable, telling user 2 to respond as soon as possible.
Would the cloud variable need 0.1 seconds of wait time for user 2 to update it, or does that timeout only restrict user 1 from updating the variable within the next 0.1 seconds?

Yea to change a cloud variable first user 1 has to wait 0.1 second and set the cloud variable but then for user 2 to set it again he has to wait 0.1 seconds as well to update it
Transmission trough user to user takes 0.1 seconds sooo
For user 1 to send it it takes 0.1 seconds and to send it back it takes another 0.1 seconds
So for user 1 to send and user 2 to answer it takes 0.2 seconds
