Almost definitely not. There have been extremely rare cases where projects have to be taken down due to copyright reasons (See here) but that is very unlikely and it has only been known to happen 2 times.

If you use stuff like assets or sounds you most likely 96% won’t get in trouble (unless you’re that unlucky 4% /j)

It's happened a bit more than 2 times, but it's still uncommon.

As far as the Community Guidelines are concerned, if you use assets from something that you did not make, then you must credit the original creator in the Notes and Credits of your project. The Scratch Team won't make the decision to remove your project for using Pokémon characters, as long as you give them credit.

Now, there is the possibility that The Pokémon Company asks the Scratch Team to remove your project for using such characters, and in that case they will remove it, even if you did give credit. But I'd say that you have a 99.9% chance of being safe from this happening.

It does not violate the Community Guidelines, as long as you give credit to The Pokémon Company if you use actual Pokémon. If you use actual Pokémon characters, then I'd say you would be 99.9% safe from your project being removed. But if you use nothing from Pokémon (e.g. no Pokéballs, original designs for creatures, etc.), then you're virtually 100% safe.
