I have a simple question. What exactly are hacked blocks?
I have heard about them, but what are they, and how

Hacked blocks are what their name says they are: Hacked Blocks.
Basically, the Scratchers who make them download the blocks, and fiddle around with the JSON code the blocks are programmed in. I think you might need the offline editor to make them though…

You don't. Just download the project as a .zip and extract it to a location, rezip it and upload it to the website.

Also, hacked blocked used to work before 2.0, but now it only works in ofline.

Different hacked blocks work completely fine in 2.0.
