What do I report for stealing
So like someone has been blatantly stealing other people’s work but refusing to admit it and being childish. The problem is I’m not exactly sure what to report. Do you know?

What do I report for stealing
If the project gives credit to the things it used, then it is not stealing and should not be reported
If there is no credit though, you should report the projects that do this

The project stealing the work. Keep it mind though, if the user gave credit they are allowed to have the project up.

You don't need proof, simply click the Report button on the project and choose this reason from the dropdown:If the project gives credit to the things it used, then it is not stealing and should not be reportedThere is no credit, also how would I give proof?

Also side question, what if they original creator doesn’t allow itAnything is allowed to be used on Scratch, as long as proper credit is given. This is allowed and enforced because of the license Scratch uses: https://creativecommons.org/licenses/by-sa/4.0/deed.en

Sharing projects on Scratch automatically allows other people to use elements of your project with credit. If you don't want to allow anyone to use it, don't share it.The project stealing the work. Keep it mind though, if the user gave credit they are allowed to have the project up.There is no credit and how would I give proof?

What do I report for stealing
You would use the Report feature on the project and hopefully add some description like “This uses the cat sprite from the project at this link xxxx without giving credit”.
As for what the project owner allows - that is not important. What Scratchers can do with other Scratcher's projects is controlled by the Terms of Use and the Community Guidelines for this site. Look for links to those from the bottom of every page.
