I think so, but maybe look at the Community Guidelines first. But I think that it is allowed.

From my understanding, yes you can and regarding the rules, you don't need to worry about it as scratch won't bother.

Yup, as long it follows the community guidelines. But if you are talking about uploading to other websites, then there will be different rules. As some websites aren't strict with their games or some are strict.

If it wasn't allowed, then Turbowarp Packager wouldn't be a thing.
In fact, I'd recommend you share any project that would not normally be allowed on Scratch on other websites as they won't directly affect Scratch's audience

if you're talking about linking to other websites, if it has unmoderated comment sections/chatrooms, then no. if you're talking about just posting the project there without linking to it on scratch, then yeah that's fine

There's a whole ToS section for this, in particular:

Tl;DR Yes, but you should provide attribution and the license for safety.

Signatures are the only place where assets links still work.

I mean, yes, sharing projects on other sites is allowed, but Turbowarp is not affiliated with the Scratch Team, so someone could still make it even if it wasn’t.

That part is referring to all content shared on the Scratch website: "All user generated content you submit to Scratch". It is not referring to content outside of Scratch.
