Can I use alternate accounts even though I was permabanned?

When my appeal was responded to, this was the ST's answer:

I've noticed that many times people who have been unbanned after being permanently banned are not allowed to create or use alternate accounts.

However, it says nothing of the sort in the response above.
Would I be able to create and use an alternate account?

i'd say probably, my friend got permabanned and unbanned and it definitely mentioned that he was not allowed to make alt accounts

i'd say probably, my friend got permabanned and unbanned and it definitely mentioned that he was not allowed to make alt accounts

same for me, but they were very kind, changed their mind and let me use both of the accounts I already had

I think it might be no, as you might be ban evading. But, I did see Scratchers that are banned using their alts and continue living freely for like a month straight until now as if nothing happened. Please don't do that.

It's not ban evading. Valtren was unbanned.
