Can I Report This? ...

I was on scratch, and found that some people have been remixing my projects and not changing them at all, and not giving me any credit whatsoever. is it okay if i report those remixes?

You could kindly ask them for credit first. If they refuse to give you credits, and if you are sure that it's an exact copy, then you can report it. But write a good report, so that the Scratch Team will understand you.

well, this certain person has been doing this intentionally just because i wont help him with something and i told him to leave me alone. T__T

Aw, I am sorry that he is picking on you! What you will want to do is that you will want to check if it is a duplicate. If it is, flag the project. If not, first ask nicely for credit. If he refuses, flag it.
If that user continues to do the same offence, the click on report this user on his profile page and explain to the Scratch Team about what happened.

If they refuse to give credit, then it is safe to flag it. This happened to a scratcher who was following me, so we flagged it, and it got removed. (I won't mention the name, or the Scratch Team might give me some undesirable consequences.)
