Why is there a second header at the bottom

Maybe you can remove the “Scratch” logo at the bottom, to make it look less like a second header. Nice job btw )

Support! Looks a lot more clean-looking because Featured Studios, Projects curated by _____, SDS, etc are collapsed. Mabye remove the Scratch logo on the second header?

I like it, much cleaner. And the material icons are my favourite, though why have icons in the header and not the footer?

How would the footer links work? Drop-down menus? I like how it looks like a second header.

Overall, nice, simple, clean and professional. Keep it up.

While 4.0 won't happen, this could just as well be implemented in a regular update

Also, not bad with the mock-ups. I like what you did with the headers and the what’s happening page. I might support this when it’s necessary though
