How do I submit a suggestion to the Scratch team?

I'd like to submit and idea to improve Scratch to the developer but I can't see a button for suggestion, the only thing I've seen is the help button but that's just for problems, does anyone please know how to submit suggestion to the Scratch developers?

Then why did ST add the Suggestion option if it doesn’t get used? That sounds useless for a form option, and it takes up space.

It tells you about resources you can use such as the forums and the help page after you send the email.
